As the situation is at the time of writing, the script generates InstallerUrl-s that cease to work after the next PHP updates are released upstream. This leads to gap periods of varying length where Winget users can't download PHP at all until the updates' packages get merged.
By changing to "archives" URLs, the InstallerUrl-s don't cease to work, and there will thus be generally continuous availability of PHP in Winget.
