summ-eval pinned pyemd==0.5.1 (fails to build on 3.12) and blanc/torch<2.0, which caused pip resolver failures. Drop summ-eval from the extra, vendor DataStatsMetric in helm.benchmark.metrics.data_stats, and pin bert-score to 0.3.13 to avoid broken PyPI metadata in older releases.
