[WIP] feat: add nil token to allow nil permission expressions

Opening this draft as I work on implementing #880 as a sanity check to verify if this is the expected implementation.

TODOs:

• Fix failing parser test
• Add more tests to verify nothing else gets broken from adding a nil identifier token.
• Make changes to entity definition structure to accept nil as a valid value for actions and permissions.
