Removed internal/process docs that leak strategy and aren't user-facing:
HANDOFF-DEV.md, HANDOFF-HERMES-SYNC.md.Content remains in git history if needed. Recommend keeping such notes in a private repo or
docs/internal/excluded from packaging going forward.
