FABLE5-HANDOFF.md— a roadmap snapshot grounded in live repo state (verified via GitHub API, not cached memory) as of 2026-07-02, ahead of moving intensive development to Fable 5. Covers verified current state, phased next steps, explicit "what not to do" guardrails, and cross-repo dependencies (Perseus / Perseus Vault / Plutus). No code changes.
