Fix release pipeline producing dev version instead of tagged version#64

Move version extraction before uv sync so SETUPTOOLS_SCM_PRETEND_VERSION_FOR_TABPFN_COMMON_UTILS is set during dependency installation (preventing dirty-tree dev versions).
