updated cml to install dependencies

Resolves #196

CML pipeline misses dependencies

Also switched to Node24 as Node20 is being deprecated.

Apparently setup-cml is currently broken and needs to be updated with newer dependencies, there is an PR for this open in setup-cml but in the meanwhile we can install the required dependencies before starting the setup-cml.
