Closing: per review we keep hipfort's hand-written hipfort_hiphostregister.F90 verbatim rather than regenerating it. The generator now excludes the host-register family from hipfort.F90, so the hand-written module is used unchanged. |

Part of the HIP runtime regeneration, split out of #326 for reviewability. Builds independently on
develop(verified: fullhipfort-amdgcnbuild) — the generic interface names are unchanged, so it composes with the current hand-written runtime files until the other parts land.hipfort_hiphostregister.F90: hipHostRegister/Unregister/GetFlags/GetDevicePointer, typed overloads per element type × rank. Standalone module.
