Small release pipeline update.

Changes:

Switched releases to a draft-first workflow
Release assets are now built and attached before the release is published
Added validation to ensure the target release exists and is still a draft

Notes:

No app features or simulator behavior were changed
This release improves how GitHub release assets are prepared and published
