feat: export resolveLayoutReferences

Summary

• add a public resolveLayoutReferences(value, { resources }) utility export
• keep the public utility backed by the same internal layout reference resolver chain used by render-state construction
• document the new utility and add package-entry tests for resolution and strict validation behavior
