We had a use case for writing out a complete file from metadata. This allows import statements at the top of the file and top level declarations in the main body of the file, as well as printing a comment regarding the file name, if present.
Also did a number of things to fix tests, as I couldn't get them to run with the configuration or versions as-provided. Hopefully, I didn't break anything for others running tests.
