Initial release of the reusable NavDataGeneration library and the nav-data-generator CLI. The library holds the FAA (NASR/CIFP/DOF) + OurAirports parsing/merging pipeline, shared with the app's DownloadNASR target. Builds and runs on macOS and Linux; per-cycle data assets are generated on Ubuntu CI and published as separate date-tagged releases the day before each AIRAC cycle takes effect.
