feat: add global runtime engine switching

Summary

• add persisted global runtime_engine state, async switch orchestration, and runtime progress APIs
• route pause/resume, service checks, runtime rebuilds, and immediate apply paths through gost/dash runtime clients
• add settings UI for runtime engine switching plus progress, rebuild status, warnings, and node summaries

Test Plan

• go test ./...
• npm run build
