Introduce a shared-core multi-tool packaging model for Claude, Codex, and Cursor while preserving the existing teim-review review contract and CI flow. - add native Codex plugin packaging, local marketplace wiring, and deterministic wrapper tooling - add Cursor rules and custom mode templates over the same shared core - harden the Codex wrapper and schema compatibility for structured review output - align Codex interactive usage around $teim-review and phased model behavior - update docs and contract tests for the new tool-native adapters
