Adds `rake pshopify:create` which determines the next pshopify number, validates the branch on Shopify/ruby, fetches the changelog, and generates the definition file. Defaults to the latest stable CRuby version from ruby-build when no version is specified. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
