Motivation

Simply picking up the latest version of Ruby, rubygems, and bundler for the best dev and CI experience. Also includes a quick rdoc bump from 7.0.3 to 7.1.0 to get rid of console warnings when using with Ruby 4.0.

Implementation

Manually updated .ruby-version, manually update rubygems version, and then ran bundle update --bundler. ᕕ( ᐛ )ᕗ

Ah, should probably bump rubygems version to latest as well to match Bundler while we're at it. Will wait for current CI run to finish first to see the result. Granted, I expect it'll all pass.
