Add literate.jl tutorial infrastructure

• Adds the tutorial processing infrastructure documented in Switch tutorials to Literate.jl formatting and add script and Notebook links PowerAnalytics.jl#51, though current tutorials are still in .md format
• also adds DocumenterInterLinks infrastructure to enable @extref hyperlinks to PSY and PSCB
