Summary

Adds the TurtleTerm terminal receipt surface and first machine-checkable terminal/operator receipt fixture set for the agent harness operating model.

This aligns terminal/operator work with SourceOS execution receipts, AgentPlane evidence packs, Policy Fabric gates, Memory Mesh artifact pointers, SCOPE-D checks, and Delivery Excellence scoreboards.

Scope

  • Adds docs/sourceos/AGENT_HARNESS_TERMINAL_RECEIPTS.md.
  • Adds schemas/agent-harness-terminal-receipts.schema.json.
  • Adds examples/agent-harness-terminal-receipts.example.json.
  • Adds scripts/verify-agent-harness-terminal-receipts.py.
  • Adds focused CI workflow .github/workflows/agent-harness-terminal-receipts.yml.
  • Defines TerminalSessionReceipt, CommandReceipt, MutationReceipt, and OperatorApprovalReceipt semantics.
  • Defines controlled actions requiring Policy Fabric decisions.
  • Defines Delivery Excellence projections and SCOPE-D terminal-risk checks.

Validation

  • Branch diff is 5 commits ahead, 60 behind current main; update/rebase before merge.
  • Changed files are limited to docs, schema, example, verifier, and focused workflow.
  • No runtime behavior changed.

Replay TurtleTerm receipt surface

Clean replay of the TurtleTerm receipt surface from stale PR #5 onto current main.

Adds receipt documentation, schema, example fixture, verifier, and focused workflow.

Validated green on PR #20:
