Summary
Adds a documentation-only readiness record under
docs/inference-local-steering.mdand links it fromdocs/index.md.Key finding
Current repository evidence does not show local SAE steering as ready. The doc records that Agent Machine has backend-neutral inference provider contracts and probe-only provider examples, but no current registered local steering sourceset, local steering endpoint, or controlled activation path.
