The new feature of allowing arbitrary addresses to be members of the spending limit left over an artefact within the
SpendingLimitStateDocstring that can be confusing when one does not know about this new feature. This can for instance be seen in this PR: #173This PR aligns the comment to the new feature to remove that confusion.
