This PR includes an update to the Dockerfile to install version 1.10.1 of Artic. The program license file and main README.md have been checked, and the version 1.10.1 entry for Artic has been added to the versions dropdown. The program README.md has been updated with the installed packages' versions and included models from /opt/conda/envs/artic/bin/models, which does extend it past 30 lines.
