Closing: declining the TypeScript 6.0 major bump at this time.

Reasoning:

  • Both CI checks (build-and-test, Charter Governance) are FAILING on this branch — TS 6.0 introduces breaking changes that need real migration work, not a drive-by dependency bump.
  • We just shipped @stackbilt/cli@0.10.0 with two new packages (blast, surface) on TS 5.7. Stability of the release matters more than chasing the latest toolchain right now.
  • TS 5.7 is fully supported and has no open blockers for Charter.

When we do upgrade:

  • Do it as a dedicated work item (not via Dependabot auto-PR)
  • Budget time to fix strict-mode tightening and any new noUncheckedIndexedAccess fallout
  • Validate against all 345 tests and the OSS publish flow

Dependabot will reopen this when TS 6.1+ ships. That's fine — we'll revisit then.
