I reviewed incubation-js.md and restarted with a smaller first step.
This PR only focuses on the public hydrate API shape from the JS design: hydrate returns synchronously with { resolvedStream, mapStream, bodyStream }, and processing is moved into a detached background worker with error propagation into the streams.
I intentionally left tag parsing, map generation, body routing, and transforms out of this step so we can confirm the shape first before adding behavior.
