TetiAI Governance

This repository contains the public governance documents of TetiAI.

It is the source of truth for these documents. The TetiAI website reads them directly from here, and the full commit history — every modification, with timestamp, author and rationale — is public.


Documents

charter.md — The Teti Charter

The sealed founding document of TetiAI. Six articles that govern the company.

The Charter is sealed at version 1.0. It may be modified only through a formal meeting that produces unanimous approval of all then-serving founders and all then-serving members of the independent Ethics Committee, following a public-comment window of no less than thirty days. A single objection from any founder or any Committee member blocks the modification.

Supplements that add new protections may be adopted by the Ethics Committee through its ordinary procedures, but the articles themselves may not be reduced, weakened, or replaced except by the unanimous mechanism above.

system-prompt.md — The Public Base System Prompt

The foundational behavior layer common to every version of every Teti model — values, posture, refusal patterns. There is not a different system prompt for every model: this is the base layer that all models share.

The system prompt may be modified by the Teti team — including in response to public proposals — and is subject to proactive review by the Ethics Committee, which may request corrections at any time.

The agentic flow (orchestration, tools, version-specific implementation) is not public and falls outside this commitment. The Ethics Committee reviews this prompt, not the agentic flow.


Proposing a change

Anyone may propose a change to either document.

  • Issues — open an issue describing the change and the reason for it.
  • Pull requests — open a PR with the proposed modification. Include a rationale in the description.

Proposals to system-prompt.md are reviewed by the Teti team and, proactively, by the Ethics Committee.

Proposals to charter.md follow the stricter process defined in Article VI of the Charter itself: unanimous approval of all founders and all Committee members, after a public-comment window of no less than thirty days.

The public-comment window runs through GitHub: a pull request that modifies charter.md must remain open — publicly visible and commentable — for at least thirty days before the founders and the Ethics Committee can vote on it. Approval requires the unanimity of all then-serving founders and all then-serving Committee members. A single objection from any of them blocks the merge. The merge of the pull request is the public record of the unanimous approval; the rejection or closure of the pull request is the public record that the proposal did not pass.


Reporting a concern

If you believe TetiAI has breached any article of the Charter, you can contact the Ethics Committee through the TetiAI website. Submissions can be made anonymously.

The documents in this repository are licensed under CC BY-ND 4.0. See LICENSE for the full text.

You may share and quote them freely with attribution. You may not distribute modified versions: these are constitutional documents of TetiAI, and there is exactly one official version of each. Proposals to change either document are welcome through this repository — they are proposals to the source, not derivatives.

The acceptance threshold differs by document:

  • charter.md — modifications follow Article VI: unanimous approval of all founders and all Ethics Committee members, after a public-comment window of at least thirty days.
  • system-prompt.md — modifications may be merged by the Teti team, subject to proactive review by the Ethics Committee.

The names "Teti" and "TetiAI" are protected by trademark and are not licensed by the above.
