Refactor cl-ai into modular package#8

- Moved code from monolithic `cmd_ai.py` to `cl_ai/` package. - Created modules: `core`, `config`, `ui`, `llm`. - Implemented `!history` and `!clear` commands which were previously missing. - Updated `pyproject.toml` to use package discovery. - Updated `test_cmd_ai.py` to test the new structure. - Removed `cmd_ai.py`.

This PR refactors the
cl-aitool from a single script into a proper Python package structure. This improves maintainability, testability, and extensibility. It also implements missing commands (!history,!clear) and separates concerns between UI, configuration, and LLM interaction.
