Respect scope filter in Scope Issues report#693

Remove useScope={false} so the report follows the sidebar Language Scope filter like other report pages, per review feedback on #652.

This follow-up removes the scope filter bypass from the Scope Issues report so it behaves consistently with the other report pages.
