Refactor CLI packaging and docs routing for the SDK split

• Refactor the CLI around the SDK split, including command/runtime pipeline updates and packaging changes for platform npm artifacts
• Update release automation to use the shared setup components and align CLI publish flow with the new package layout
• Refresh docs routing, navigation, and content to match the current CLI, GUI, and MCP structure
