[EMB-354] - Enable config option for PSI (pressure statistics)

Description

By enabling CONFIG_PSI=y in the kernel config file when can enable metrics over system pressure in /proc/pressure/io|cpu|irq|mem

How has this been tested

Tested this on a Factor4+ with firmware 11.2.1-RC0.6 + patches.
