Orchestrate gitbuilding

This PR is to:

• Update static GitBuilding files in repository using files from [the example documentation])https://github.com/Wakoma/nimble-example-documentation)
• Create a dummy GitBuilding pages from Orchestration
• Build documentation from generate.py
• Run generate.py in CI
• Create correct shelves for named components if shelf type exists.

GitBuilding now generates a markdown file for each shelf. This runs on the sever and is linked to from the index page we host on github pages.

There is a lot more to do. But I think this is enough changes for one PR.
