What this PR does / why we need it:
I updated elasticSearch to 6.8.22.

StatefulSet in the apps/v1beta1 and apps/v1beta2 API versions is no longer served since Kubernetes v1.16. So I change
v1beta1tov1. Chart file comes from https://github.com/helm/charts/tree/master/stable/elasticsearch.fix https://github.com/kubesphere/ks-installer/issues/1874
