Hi, thanks for your contribution. Having checked the documentation I see that the details regarding the different roles and capabilities are linked from the end of the https://developer.wordpress.org/plugins/users/roles-and-capabilities/ document to https://wordpress.org/documentation/article/roles-and-capabilities/ where the information is explained in a generic way (as it is useful not only to developers, but also to users). If you feel that there is something specific regarding the super admin user that is specific to plugins creation, please feel free to share it here, otherwise, I think that the linked document would be the place for it. Also, please note that the file you created is not following the structure of the documentation files, but do not worry, that's easy to fix, you just need to include in another index.md file y editing it or if you think that it deserves a single page, create a folder and place a new index.md file inside that folder.
