The CRDT-document bug that motivated #48199 was fixed upstream in WordPress/gutenberg#77529 (shipped in Gutenberg 23.0, already deployed to Atomic sites), so we can drop the IS_ATOMIC early-return that forced the default to disabled on WoW. Fixes DOTCOM-17053

After post meta changes, the "Publish" button turns into "Save" without any local changes. Note that saving the post doesn't fix the issue, as the meta value persists in the CRDT doc after reload.
