💡 What:

Replaced the native title attribute logic implicitly (missing) with the accessible Radix Tooltip component for the DashboardHeader refresh button. Added aria-busy to represent the loading state correctly to screen readers.

🎯 Why:

Icon-only buttons can be unclear to users without context. Wrapping it in a tooltip provides a direct, accessible hint ("Refresh dashboard"). Using aria-busy ensures that screen readers are aware of background sync status while isLoading is true.

📸 Before/After:

Before: The refresh button was just an icon with no hover text and standard attributes.
After: Hovering over the button provides a native tooltip with "Refresh dashboard". Screen readers are informed when the refresh task is executing.

♿ Accessibility:

Added aria-busy linked to the loading state. Wrapped in Radix UI Tooltip (which properly manages aria-describedby semantics). No CSS modifications needed.
