get_all_existing_rulesand optimized rule filtering inpush_rulesusing set operations.🎯 Why: The previous implementation held a lock while iterating and adding rules one by one, serializing parallel workers. It also sent duplicate rules to the API.
📊 Impact: 1.33x speedup in rule processing (benchmark on 100k rules) and reduced API calls by deduplicating payloads.
🔬 Measurement: Verified with local benchmarks and unit tests.
