aixPb: OpenXL 17 role and other improvements

Changes made:

• Return instructions to install X11, not sure why they were removed in the first place
• Installs XLC16 fixpack 10 alongside XLC16
• A role has been created to install OpenXL 17, but the role is not yet in use
• Can modify the path to the vendor files if using local vendor files
• Keep fontconfig-devel to version 2.11.95, based on Ansible setup of p10-aix-adopt05.osuosl.org #4179 (comment)

Testing to do:

• Check if vendor path changes work on AWX
• Check if Jenkins key file name change works on AWX
• Test playbook run

This pr no longer installs the XLC17 compiler, but the runtime only. Thats enough to run JDK25 tests. ref #4179 (comment)

While it may be ok for a test machine, surely we need the v17 compiler to be able to set up machines suitable for building the recent versions of Temurin?

I agree. I just dont have access to the compiler files at the moment. The files in #3142 (comment) are the for the runtime only. I may have to speak to the IBM team to get them
