Adds the machine-awareness layer (the agent recognizes its host and loads that machine's toolchain/quirks or bootstraps a new one) as a new PORTABILITY.md section + memory/toolchain.md & memory/machines/ templates. Two errata verified vs code.claude.com/docs (Step 13 hooks cwd, Step 1 path encoding). Contributed by the Laplace agent, fact-checked before integration. All four scanners green; v1.2.0 to 1.3.0.

Steps 1-14 make the folder machine-agnostic; this adds the complement - the agent
recognizes its host and loads that machine's toolchain/quirks or bootstraps a new one.
Plus two doc errata verified against the live Claude Code docs.

Added:
- PORTABILITY.md "Machine-awareness layer" section (hostname detection, per-machine
  profiles, new-machine bootstrap) + 3 refinements: operational-quirks bucket,
  install-source/checksum check, fingerprint-as-tiebreaker
- memory/toolchain.md + memory/machines/ templates

Fixed (errata, verified vs code.claude.com/docs):
- Step 13 hooks: cwd is fire-time, not project root; reference root via ${CLAUDE_PROJECT_DIR}
- Step 1: the dash path-encoding is undocumented; list-and-match, don't compute it

Contributed by the Laplace agent (fact-checked before integration). All four scanners
green. version 1.2.0 -> 1.3.0.
