This PR updates the site configuration to work cleanly with Hugo v0.152.2 and adds a GitHub Actions workflow to automatically rebuild the site into docs/ on pushes to main.
This PR intentionally does not include regenerated docs/ files. The idea is that once this is merged, the new GitHub Actions workflow will rebuild docs/ on the next push to main and commit the updated static site.
