Closes #25.\n\nReplaces the released product-specific loader with
akua hcloud setup. The compiled flow uses the hardened token-file boundary, runs one-attempt local HCloud inventory/quota/catalog/price preflight, and persists only generic cnap secrets and BYOM compute configs with exact initial-version continuity.\n\nIt removes the dedicated route/client/contracts without compatibility, uses deterministic idempotency keys, and compensates only confirmed invocation-owned state after definite failures.\n\nValidation:mise run check,mise run generate:check, focused release/workflow/docs tests,mise run release:package, andmise run release:smoke.
