This pull request updates the devinfra dependency commit in MODULE.bazel, bumps aspect_rules_ts to 3.9.2 and tar.bzl to 0.10.7 in MODULE.bazel.lock, and updates the validate_ts_version_matching target in BUILD.bazel to reference module_file instead of module_lock_file. I have no feedback to provide as there are no review comments.
