Package: update deb/rpm name formart

Update the name format from cloudberry-pxf-* to apache-cloudberry-pxf-incubating for the deb/rpm files.

I haven't checked the whole process of creating deb/rpm, but check if all name changes are correct - LGTM, could be merged.
