Top main navigation not working: Use local refs as stylesheet font-awesome.min.css and script jquery.min.js

loading from remote was "refused to load because of Content Security Policy directives" .. "style-src" .. "script-src" ..
This happens in current browsers chrome, FF, Edge with default security settings.
Follow up error is Uncaught Error: Bootstrap's JavaScript requires jQuery.

We applied the same change to the JDO site and it works fine: https://db.apache.org/jdo/#

(Except an error on the console which we can ignore at the moment:
Content-Security-Policy: The page’s settings blocked a style (style-src-elem) at https://fonts.googleapis.com/css?family=Source+Sans+Pro:300,400,700 from being applied because it violates the following directive: “style-src 'self' 'unsafe-inline' data: https://*.apache.org/ https://apache.org/”)
