Add resolved.json and replace resolved.md with resolved.ezmd

This is a successor to #569 .

1. Add reading of resolved.json using asfdata approach.
2. Adapt resolved.md into resolved.ezmd.
3. Assure that the results are nearly identical. The way the page is organized has historical importance.

resolved.yaml may be better for our purposes than resolved.json.

Review asfdata.yaml to see how eccn data dictionary is populated. Then you can look at any of the *.ezmd files to understand to make use of the data.

JSON does not allow comments, whereas YAML does.
I think having comments will make it easier to ensure maintainers have the information they need to make updates now and into the future.
