Why drop personal delivery?
It's unlikely to be needed, but still possible.

We have never used personal delivery as long as I have been here (2007). |

BTW I could not find any way to request a review by Henri Yandell. The git pull down menu has no entries for bayard, henri, or yandell... |

You don't have to use it. |
You can only request reviews from maintainers or people who already commented on the issue. You can usually cc: people who you want to be reviewers like this: @clr-apache |

I just had another look and the requirements for a special meeting still need to be changed from first-class mail to email notice. I don't yet have a change for this one. |
