Including clarification regarding the inclusion of dnsinfo.h under APSL-2.0 for Apple hardware.
Clarify licensing details for GPL-2.0 with ClasspathException.
inclusion is mandated by the JSR 127: JavaServer Faces specification.

### GPL-2.0 with GNU ClasspathException {#gpl-cpe}
Depending on the situation, the GPL-2.0 WITH ClasspathException-2.0 may, or may not, affect the licensing of the Apache product. PMCs must review each ClasspathException-2.0 dependency of their products to ensure it does not affect the licensing of their product, and to comply with the licensing of that dependency. To include in a binary distribution, PMCs are recommended to apply two tests - (1) confirm the dependency is fully under the ClasspathException-2.0 and that it does not contain GPL-2.0 **without** the ClasspathException-2.0; and (2) confirm that the dependency is a separate module from the other works in the product (typically a separate jar file).

"PMCs are recommended to apply two tests " should be a list, it would be even easier to read IMO.
