Update Python version references to 3.10+, add flake8 to dev deps, bump invoke to 2.x for Python 3.13 compatibility, fix tasks.py to use Poetry, trim version.py, remove empty root conftest.py and requirements.txt, add clean subcommand to README, and update changelog.
