This PR adds explicit string length validation to the HTTP POST handlers in internal/api/admin_handlers.go. It addresses a potential unconstrained resource consumption (CWE-400) vulnerability where large malicious JSON payloads could be loaded into memory without bounds.

Limits of 255 bytes were applied to short strings (names, roles, usernames) and 1024-2048 bytes to larger fields (permissions, filters, passwords).
