Moving from 1.22.
1.23 adds some useful behavior to the tls package (caching the Leaf certificate on tls.Certificate) which would be nice to have for #83
1.22 was bumped to 1.25, docker files and .github actions were updated. Some new lints were fixed, some were disabled.
