feat: Enable Sherpa (JAI v3 chat extensions) for SMUS

• Remove JAI v3 server extension disables from SMUS overrides (zzz_sagemaker_ui_overrides.json)
• Remove JAI v3 lab extension disables from SMUS page_config.json
• Remove micromamba remove of jupyter_server_documents
• Remove runtime docprovider-extension/jupyter_server_ydoc enables (RTC gets configured automatically by JSD)
• Add skills sync and agent config to SMUS startup
• Add Kiro persona config to SMUS jupyter_server_config.py
• Add chat sidepanel layout to SMUS overrides.json
