What does this implement/fix? Explain your changes
This PR adds input validation for classifier hyperparameters in
NNOP,NNPOM,OrdinalDecomposition,REDSVMandSVOREX. Validation is performed in thefit()method using the_validate_paramspattern from scikit-learn. Existing tests are updated to reflect stricter checks.
