This replaces the repo's Prettier-based formatting with Biome by switching the just format recipe and Nix dev shell to Biome, adding biome.json, and removing the old .prettier* files.
Verification used the repo's real workflow: nix develop .#ci --command just format, nix develop .#ci --command just lint, nix develop .#ci --command just test, and nix develop .#ci --command just ci.
